Research cut-off: 8 October 2026, Baghdad (UTC+3). This public outlook uses attributable public sources only. Tender status, evidence and commercial conditions may change after the stated cut-off.
The clearest opportunities in this review are specific procurement packages and attributable development activity. EBS has published tenders for wellhead equipment, pipeline materials and power infrastructure. Recent Chinese contractor and Iraqi Arabic-language disclosures also point to continuing preparation and exploration at East Baghdad North. That evidence supports supplier preparation and targeted monitoring. It does not establish a complete Federal Iraq award pipeline, new prime drilling winners or execution dates for every development. Several contractor portals could not be verified at the cut-off. This outlook therefore presents a selected public-evidence watchlist and a practical decision framework, with coverage gaps stated explicitly.
Wellheads and spare parts. EBS notice 016-PC-26-EBS, published 4 October 2026, concerns wellheads, Christmas trees and related spare parts. Its stated bid deadline is 28 October 2026 at 16:00 Baghdad time. The public notice sets a registration process; the detailed bid documents require successful registration and company confirmation. EBS official notice.Pipeline materials. EBS notice 012-PC-26-EBS concerns line pipe for the Dora Pipeline, with a stated closing date of 21 October 2026. This confirms a materials procurement, not a wider pipeline award to a named EPC contractor. EBS line-pipe notice.Power infrastructure. EBS notice 001-SC-26-EBS concerns an EPCC gas-turbine power plant for the EBS field, also with a stated deadline of 21 October 2026. Suppliers should distinguish the package’s actual scope and bid instructions from assumptions about downstream subcontracting. EBS power-plant notice. These deadlines describe the notices reviewed at the cut-off. Check the latest amendments, extensions and registered-bidder clarifications before taking action. A procurement notice establishes an invitation; it does not establish award, mobilization or completion.
At East Baghdad North, the Iraqi Oil Exploration Company reported ongoing 3D seismic fieldwork in the northern extensions in its 7 September 2026 news item. Its linked Arabic report identifies work for the Chinese project company. This is direct evidence of exploration activity, with a narrower meaning than a drilling award. OEC dated news register and linked fieldwork report.ZPEC’s Chinese report dated 20 September describes procurement and development coordination for East Baghdad North and Middle Furat, including drilling/workover and surface-facility tender management. Read with OEC’s fieldwork report, it supports a strong inference of continuing development preparation at East Baghdad North. It does not confirm the recipient or execution date of a new prime drilling contract. ZPEC public development report.Next confirmation: attributable project-specific invitations, awards, mobilization records and operational milestone announcements. Counter-evidence to monitor: revised schedules, cancellations, changes in scope or later disclosures that qualify the development sequence.
For operators and international contractors, the immediate task is to distinguish a development programme from an accessible contract opportunity. Check whether the buyer intends an integrated drilling package, individual rigs, workover services or separate technical services. Establish the actual procurement entity and eligibility requirements. The current source set does not support a complete new-award ranking for DPAB, BHDC, Great Wall or Hilong. CNPCBid’s Tuba pages were not accessible in this review, and the browser reported a certificate-name mismatch. BHDC’s tender portal and a previously identified wellsite-medical notice could not be retrieved. Historical project references are not upgraded into confirmed Q4 2026 awards.Keep these contractors and projects on a verification watchlist. Seek a current attributable notice before attaching a scope, winner, rig count or start date to a commercial assessment.
Wellheads and related equipment form one verified procurement category in the current EBS record. Other potential requirements—fluids, cementing, logging, testing, coiled tubing, stimulation, manpower and waste handling—should be mapped to the actual programme and contract boundary before being labelled live opportunities.Prepare the supplier record around technical fit: specifications, manufacturer documentation, origin, inspection requirements, product traceability and delivery responsibility. SDS and TDS are relevant where the product and scope require them. Do not infer a manufacturer authorisation or technical approval from general market presence. For an emerging project, identify what must be confirmed next: the buyer, applicable specification, procurement route and delivery window. Qualify an uncertain demand before committing inventory or promising delivery.
The Dora line-pipe and EBS power-plant notices provide specific entry points into materials and infrastructure procurement. Review them as distinct procurements. A shared operator or adjacent timing does not establish that the packages belong to one contractor’s mobilization. For the broader infrastructure baseline, TotalEnergies announced in September 2025 that the final two major GGIP projects had entered construction and described the Ratawi development, gas recovery, solar and seawater components. Those historical execution announcements remain relevant context. Their forward start-up targets must be checked against later operational disclosures; this review does not present the earlier targets as milestones achieved in 2026. TotalEnergies official GGIP announcement.
Track the contracting legal entity as carefully as the project name. Operator, affiliate, integrated contractor and supplier are different roles. A company’s involvement in one package does not establish that it controls another. Any tender restriction concerning affiliates, joint bidding or conflicts must be read in the current instrument. For northern Iraq, bp’s first-quarter 2025 investor presentation reported that the Kirkuk contract had been finalized and ratified and that teams were mobilized for planning early activities. This is a development baseline, not evidence of a newly awarded 2026 drilling or EPC package. bp official investor presentation. When an operator or contracting structure changes, verify continuity of procurement registrations, contract obligations, site access and documentary requirements. Do not infer withdrawal, replacement or a contract transfer from recruitment or supplier activity alone.
Commercial readiness includes the records needed to participate, contract and deliver. Confirm the bidder’s registration status, applicable tax documentation, payroll and social-security position, authority correspondence and product or shipping records relevant to the requirement.EBS’s current public notices describe online registration and buyer confirmation before access to the detailed bidding material. That distinction matters: a public headline is a market signal; the complete approved tender is the basis for the bid.Tax and clearance questions depend on the entity, activity and actual tender instructions. Coordinate finance and commercial teams early enough to identify historical gaps. Do not assume that one certificate establishes universal eligibility or that a prior buyer’s acceptance carries forward.
Recheck the October EBS notices and their amendments. Confirm registration and access to the complete tender documents. Review technical fit and documentary readiness. For the East Baghdad development watchlist, look for current project-specific procurement and award evidence.
Monitor attributable award announcements, site-readiness records and project-specific mobilisation disclosures. Reconcile them to the original tender rather than counting each update as another opportunity. Revise the watchlist when a package is cancelled, deferred or awarded.
Check whether the expected confirmation points have appeared. Preserve unanswered questions where they have not. Review delivery dependencies, supplier qualification and the documentary position of any live engagement. Update conclusions visibly, with a new cut-off and a reason for material changes.
The useful planning themes are development preparation at emerging fields, well construction and intervention, surface facilities, power and pipeline infrastructure, and the local services needed to support execution. These are scenario themes drawn from the verified record and operating requirements; they are not guaranteed demand, a project budget or a forecast award calendar.Build scenarios around confirmation triggers: a published package, a named award, a documented mobilisation and a verified operational milestone. Assess supplier capacity and logistics against each scenario without assigning private probabilities or unverified contract values. Revisit the scenarios as public evidence changes.
This outlook reviews English-language operator notices, Chinese contractor disclosures and Arabic Iraqi government-company reporting. Current EBS packages and recent OEC/ZPEC activity form the strongest evidence. Older bp and TotalEnergies disclosures supply historical context only.CNPCBid and BHDC access gaps limit current contractor and Tuba/Siba coverage. Fresh primary searches did not establish new Iraq awards for Great Wall or Hilong. Crescent’s earlier Khashim al Ahmer seismic and planned-drilling statements were not treated as confirmation of a 2026 spud. Absence of verified evidence in this review does not establish inactivity.
ASHUR International connects public-source market analysis with Iraq commercial and compliance considerations. A briefing can focus on the project, package or operating decision that matters to your team, with evidence, uncertainty and the next confirmation point kept explicit.
